Global announcements are basically announcements that show on every section of the forum. Examples of what threads could be possible global announcements are:
- The Rules
- Important messages that have to be read
- The newest announcement
- And much more

We arleady have this feature, but we haven't sticked the Rules in every section since it'd be annoying. We have a section for that.

Therefore, I'm locking this up.
