How do I block my profile photo from non-friends?

I do not want my profile photo to be visible to strangers but DO want it to be visible to my accepted friends.
How do you make the settings do this?

Sorry, but the setting that allowed you to do that was removed a long time ago Duhhh

Unless you block the person you won't want to see your page, it's not possible.
